Unfortunately, a quick glance at the freshly posted spec sheet confirms their hopes are in vain: the iPhone 4 supports 850, 900, 1900 and 2100 MHz UMTS/HSDPA/HSUPA, not the 1700/2100 T-Mobile USA requires.
